What happened to Minnesota’s e-bike rebate

Minnesota’s statewide e-bike rebate is closed, and it isn’t coming back — the funding was repealed in 2025 after two launches drew tens of thousands of applicants and crashed the state’s system. As of 2026, the e-bike help in Minnesota is utility-run: Minnesota Power pays $200, or $400 if you’re income-qualified; Connexus Energy pays $100. Both reimburse you after you buy, and both are limited to their own customers.

Three things to know first

  • The state rebate is closed

    Minnesota’s 75%-off, up-to-$750 rebate ran in 2024 and 2025, then the legislature repealed its funding. The Department of Revenue says there will be no future application periods.

  • Ignore the “$1,500” figure

    Retailer blogs still advertise a “$1,500 Minnesota e-bike rebate.” It never existed — the real cap was $750. Anything quoting $1,500, or saying the state rebate is still live, is wrong.

  • What’s left is utility-by-utility

    The open programs are run by individual electric utilities, for their own customers, and they pay you back after you buy. Check you’re on the right utility before you count on one.

The biggest open rebate

On Minnesota Power? $200, or $400 income-qualified

Minnesota Power’s rebate is $200 for any customer, and $400 if you’re income-qualified — enrolled in LIHEAP or its income/usage rate discount. There’s no class or wattage rule, just a new e-bike with a pedal-assist motor, bought this year and claimed by January 15, 2027.

Who qualifies, and how to claim it

What needs to be true

  • You’re a Minnesota Power electric customer (residential — or multifamily for the $220 tier)
  • The bike is new — reconditioned, resale and used bikes are excluded
  • For the $400 tier, you’re enrolled in LIHEAP or Minnesota Power’s income/usage rate discount
  • You bought it between April 1 and December 31, 2026

Getting paid back

  1. Buy a new e-bike as a Minnesota Power customer — there’s no class or wattage rule stated, just that it has a motor that assists pedaling.
  2. Submit the rebate request online, or by mail postmarked by January 15, 2027.
  3. Get a check or prepaid card in about 8–10 weeks. Connexus Energy pays its $100 as a bill credit instead.

Connexus Energy runs a similar $100 rebate for its members in the north Twin Cities metro — confirm the current terms on its page. No other Minnesota utility we checked — Xcel, Dakota Electric, Great River, Otter Tail or Rochester Public Utilities — runs an e-bike rebate today.

After the rebate

A $400 rebate is a start. Here’s the rest.

With no statewide credit, a Minnesota rebate covers a smaller slice than it would in Colorado. Whatever’s left, you can spread out — and because the rebate shrinks what you borrow, you pay interest on a smaller number.

How much was the Minnesota state e-bike rebate?

75% of the price, up to $750 — not the $1,500 some retailers still advertise. It was income-capped and issued as a point-of-sale certificate you took to an approved shop. It’s now closed.

What e-bike rebates are open in Minnesota in 2026?

Minnesota Power offers $200, or $400 if you’re income-qualified, plus $220 for multifamily buildings. Connexus Energy offers $100 to its members. Both are limited to their own customers and reimburse you after you buy.

Does Xcel Energy offer a Minnesota e-bike rebate?

No. Xcel’s Minnesota outdoor-equipment rebate covers electric lawn mowers and snow blowers, not e-bikes. We also found no e-bike rebate at Dakota Electric, Great River Energy, Otter Tail Power or Rochester Public Utilities.

Is there a federal e-bike tax credit to fall back on?

No. The federal E-BIKE Act has been introduced several times but never passed. With Minnesota’s statewide rebate closed, the only e-bike money in the state right now comes from utilities.
